It seems an unusually high number of Roman Emperors were tyrants whose depravities suggest (in modern terms) mental illness of some sort. Was it just a case of sane people having absolute power or was there something else?

What happened to the remaining ethnic Latin peoples when Odoacer, Alaric, Clovis, Genseric, and all of the other non-Latin, "barbarian" kings took over the remains of the Western Roman Empire? Were the Latins held in high regard and granted privileges? Or were the Latins "barbarized", so to speak?
